Conway Public Records Coverage
Conway is the Faulkner County seat, so many local records are held a few blocks apart in county offices rather than by a separate city records bureau. The Circuit Clerk is both the court clerk and ex-officio county recorder. The County Clerk handles marriage licensing, probate instruments, county voter registration, quorum court records, adoptions, and guardianships. The Assessor and Collector hold property and tax material, while Search ARCourts and Arkansas agencies carry statewide systems.

Arkansas FOIA Rules in Conway
The Arkansas Freedom of Information Act of 1967, Ark. Code Ann. § 25-19-101 et seq., is the fallback for nonexempt Conway and Faulkner County government records. The public-records access section is Ark. Code § 25-19-105. The Attorney General describes the baseline rule as broad access to public writings, sounds, or video that reflect an official function, with exemptions.
FOIA does not override every other law. Vital records use Ark. Code § 20-18-305 and Arkansas Department of Health rules. Court internet access is limited by Arkansas Supreme Court Administrative Order 19. Voter lists are governed by Ark. Code § 7-5-109, including secure-voter address protection. DMV data, juvenile records, adoption files, sealed or expunged cases, active investigative material, and protected identifiers may be closed or redacted.
Conway Recorded Records Index
The Faulkner County Circuit Clerk at 724 Locust Ave., Conway, AR 72034, is the key custodian for recorded instruments. The office records deeds, mortgages, liens, plats, surety bonds, court orders, judgments, and many other property-related instruments. Its online system updates every 30 minutes, which is also why the office can offer a name-based property fraud alert.

Conway Court Records Online
Conway court lookup starts with Search ARCourts, the statewide portal for courts using the Contexte case-management system. Faulkner County Circuit Court and Faulkner County District Court - Conway Division records may appear there when public internet access is allowed. Search ARCourts supports participant and case-number searching, and the Judiciary says public case information can include parties, judge, filings, charges, dispositions, future events, judgments, and linked documents for some cases.

The Circuit Clerk remains the copy and case-specific fallback. Faulkner County says court cases are scanned back to 2000, orders are scanned back to 1997, and court records back to January 1, 2009 are available through Public Court Connect/Search ARCourts. The exact Faulkner court-copy fee schedule was not located in the static sources, so copy questions should go to the filing court or Circuit Clerk at 501-450-4911.
Conway County Clerk Records
The Faulkner County Clerk, Margaret Darter, is at 801 Locust Street, Conway, AR 72034, with phone 501-450-4909 and weekday hours listed as 8:00 a.m.-4:30 p.m. The office keeps quorum court proceedings, probate instruments in decedent estates, Board of Equalization records, marriage licenses, voter registration material, adoptions, and guardianships. Not all of those categories are open in the same way.

Marriage licensing is the clearest public-facing county clerk channel. The standard marriage license cost is $60 cash, debit or credit is accepted with a fee, no checks are accepted, and both parties must be present with photo ID. The Faulkner CIS marriage search uses party name with optional begin and end dates, but the online coverage dates were not stated in the research.
Conway Property Records Channels
Property and tax systems are separate from the recorder. The Faulkner County Assessor at 806 Faulkner Street keeps real-estate assessment records and offers public access computers in the real-estate department. Online access runs through ARCountyData and actDataScout, and the assessor page says the county records are updated monthly. The assessor-sponsored ARCountyData route is the free public real-estate search.

The Collector handles tax-statement questions at 501-450-4921. The captured tax search fields include name, address, tax year, parcel or PPAN, taxpayer ID, tax book, receipt date, property type, school district, and sort options. Taxes are due March 1 through October 15. For plats, covenants, restrictions, easements, and deed chains, move from assessor or tax data back to the Circuit Clerk.
Conway GIS Records Split
Conway has two map channels with different roles. Faulkner County's Interactive Map covers school districts, utilities, public facilities, Justice of the Peace districts, election districts, fire districts, floodplain, zoning, and other overlays. The City of Conway GIS/Data Hub adds city master map, zoning map, voting wards, CAGIS monuments, pavement condition, and open data webmaps.
That split matters because a Conway mailing address does not always answer which government holds a record. City GIS helps with city ward and zoning questions. County GIS and assessor tools help with parcel ownership, service districts, floodplain, fire district, and county election geography. For building permits, Conway Permits & Inspections can be reached at 501-450-6107 or permits@conwayarkansas.gov, but the field-level public permit search was not fully verified in the research.
Conway Vital Records Limits
Certified Arkansas birth, death, marriage, and divorce records are state records through Arkansas Department of Health Vital Records. The Faulkner County Health Unit at 811 N. Creek Dr., Conway, AR 72032, phone 501-450-4941, can handle Arkansas birth and death certificate requests locally. The County Clerk remains the local marriage-license office.
Arkansas Code § 20-18-305 and State Board of Health rules make birth records public after 100 years. Death, marriage, divorce, dissolution, and annulment records become public after 50 years. Before those periods, certified copies require eligibility, identification, and relationship or authority. ADH birth records cost $12 for the first copy and $10 for each additional copy of the same record ordered at the same time; online orders add a $5 processing fee and a $1.85 identity-verification fee. ADH marriage copies cost $10, with the same online fees.
Conway Jail and Registry Records
The Faulkner County Sheriff's Office inmate roster is a public lookup for local jail entries. The research captured Search By Name, Current/Released filters, newest or oldest sort, pagination, and profile links. Visible roster results can show name, booking number, age, booking date, charges, bond, and a profile link, but the Sheriff's disclaimer says the roster cannot be certified for accuracy or authenticity.
Official jail records go beyond the roster. The jail page cites the sheriff's duty over the county jail and says a log of all prisoners kept and transferred, plus a bail bond book, is maintained. Those items may require sheriff contact or a FOIA request. State custody belongs in the Arkansas Division of Correction inmate search. ACIC's sex-offender registry searches by address, city, county, zip, place, or name and is for public awareness, not harassment or threats.
Conway Public Records Offices
Use the custodian, not just the portal. Online systems are helpful for name and index work, but copies, certified records, older scans, redactions, and restricted categories usually require the office that keeps the record.

Conway Public Records Request Steps
When a record is not fully online, make the request to the custodian that holds it. For land and court records, start with the Circuit Clerk. For county clerk records, marriage, probate, and voter-list questions, use the County Clerk. For assessment records use the Assessor, for tax statements use the Collector, and for city minutes, ordinances, permits, or code records use the City Clerk or department at City Hall.
- Identify the exact custodian and record type before sending the request.
- Search the online portal first, then save case numbers, parcel numbers, document numbers, dates, party names, or book and page references.
- Ask for specific records by date range, title, record type, property address, parcel number, case number, party name, meeting, or subject.
- Use the office's portal, counter, phone, mail, email, or FOIA channel documented for that office.
- Ask for the copy format and fee before ordering certified copies or paid images.
- If the record is in active use or storage, Arkansas FOIA requires the custodian to certify that fact and set a date and hour within three working days for access.
Definition. A custodian is the office that legally keeps a record. An index points to a record; an image is the scanned document; a certified copy is an official copy issued by the custodian.
Conway Public Records Fees
Fees are not one schedule. The Circuit Clerk land system charges $0.50 per image page viewed and lists subscription plans. The County Clerk marriage license fee is $60 cash, with debit or credit accepted for an added fee. ADH charges the specific birth and marriage copy fees described above. Voter-list copies may be reproduced by county clerks under Ark. Code § 7-5-109 for reimbursement of reproduction expenses, but no fixed Faulkner County voter-list price was located.

Fee and eligibility check. Before paying, confirm whether the portal charge buys an index view, an uncertified image, a certified copy, or a search that may retain a fee even when no record is found.
Conway Records Privacy Limits
Public access is not a license to use records against a person. Arkansas privacy rules are record-specific: recent vital records are restricted; court internet data is filtered by Administrative Order 19; secure-voter addresses cannot be reproduced unless authorized by law; DMV and driver data are restricted; and Social Security numbers, protected identifiers, victim details, juvenile records, adoption files, and sealed or expunged cases can be closed or redacted.
Use Conway public records for lawful personal research, genealogy, property questions, civic transparency, estate matters, scam avoidance, and verification with the source office. Do not use records to stalk, harass, threaten, impersonate, or intimidate anyone. If a record appears wrong, out of date, or overexposed, contact the custodian named on the record, such as the Circuit Clerk for recorded documents, the County Clerk for voter-list questions, or ADH for vital-record issues.
